Uniting The Government
“Government should not operate as two opposing armies occupying the same building. My administration would make cooperation an expected part of governing rather than an occasional political favor.”
I’d propose the ‘Congressional Common Ground Act’ who’s purpose would be to create a formal bipartisan legislative process for addressing major national issues. Participating lawmakers from different political backgrounds would begin negotiations together, not written entirely just by one party and then sent to the other. Afterward it would be required they publicly document their agreements, disagreements, evidence, and compromises made by both sides.
My administration would also establish a regularly scheduled Presidential Bipartisan Leadership Conference in which regular communications would be established, not just during emergencies or special occasions… and a White House Office of Bipartisan Cooperation, stronger committee requirements for major bills, and public reports explaining why important negotiations succeeded or failed.
I would take measures like establishing a cabinet of ‘National Unity’ to prevent the Executive Branch from becoming a partisan echo chamber. Patriotism over Partisanship.
To prevent federal workers and ordinary Americans from becoming bargaining chips, I would support automatic temporary government funding when Congress fails to complete the appropriations process on time.
