Public safety requires effective law enforcement, accountable institutions, protected constitutional rights, and a justice system that reduces future crime.

A strengthened national misconduct-reporting system would help prevent officers responsible for severe misconduct from quietly moving between jurisdictions. Reporting rules must include verification, due process, and a meaningful appeals process.

Federal public-safety grants would place greater emphasis on solving violent crimes through detectives, forensic laboratories, evidence processing, witness protection, and modern investigative capacity.

Communities should also have trained mental-health crisis responders available for situations that do not require a traditional police response, while retaining police involvement when violence or serious danger is present.

The ‘Liberty and Justice Act’ I have proposed would set measures to reduce future crime. It could strengthen rehabilitation and reentry by helping people approaching release obtain identification, addiction treatment, employment preparation, and connections to stable housing.
